GENERAL COUNSEL AND CHIEF COMPLIANCE OFFICER

Planned Parenthood Great Plains (PPGP) seeks a full-time General Counsel and Chief Compliance Officer for this 21st century health care provider and advocacy organization dedicated to upholding the standard for providing high quality sexual and reproductive health care, providing education that promotes informed proud and authentic sexuality, and changing the culture through proactive advocacy to ensure equality in reproductive and sexual decision making.

The General Counsel and Chief Compliance Officer serves on the Senior Management Team and works to ensure the optimum legal and regulatory outcomes for Planned Parenthood Great Plains (PPGP), which provides comprehensive reproductive health services at 12 health centers across a four-state region. The General Counsel and Chief Compliance Officer provides support and advice to ensure that PPGP conducts its business in accordance with the highest standards of ethical business practices, as well as compliance with all applicable local, state and federal laws, and to maintain a culture of corporate integrity. The General Counsel and Chief Compliance Officer will provide support and advice to PPGP ancillary organizations and public policy and communications staff as well as collaborate with outside counsel, including Planned Parenthood’s national counsel, on legal issues and restrictions which impact PPGP’s patients’ access to comprehensive sexual reproductive health services.

ESSENTIAL JOB RESULTS

  • Ensures compliance by PPGP with all applicable local, state and federal laws and regulations relating to PPGP’s business activities and mission. Formulate, implement, and assess affiliate-wide compliance program; ensure compliance awareness training; and effectively communicate the importance of compliance with state and federal laws and regulations and accreditation standards across all levels of the affiliate.  Proactively identify and resolve potential issues of non-compliance and work with affiliate personnel to ensure operating procedures are tailored to mitigate potential compliance risks.
  • Coordinates PPGP’s legal activities, including working with outside counsel. Strategize and coordinate with Planned Parenthood national counsel on matters impacting PPGP’s mission, including discussions of litigation options and strategy.
  • Directs the maintenance of legal documentation system for the organization, including contracts, leases, policies/procedures, corporate documents, etc.
  • Assists in the development, revisions and implementation of policies and procedures for the organization, including for risk management.
  • Serves as one liaison between staff members and the Senior Management Team in accordance with the whistle-blower policy and PPGP Code of Integrity. Performs and/or supervises internal investigations as appropriate.
  • Provides support and advice to PPGP public policy and communications staff as requested.
  • Provides training to staff as requested.
  • Operates at the highest ethical level, including compliance with applicable laws, regulations and reporting requirements.
  • Maintains a professional bearing and demeanor.
  • Other duties as requested.

 KNOWLEDGE, SKILLS AND ABILITIES

Juris Doctorate (JD) Law degree and a minimum of 4-5 years practicing law required.  Must be admitted to the state Bar in Missouri and Kansas.  Prior, working experience with healthcare law, contract law and employment law required.

Individual must:

  • Demonstrate proficiency with Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and Email. 
  • Effectively present information to groups and individuals through verbal and written formats.
  • Demonstrate the ability to recognize, understand, accept and appreciate the value of workplace diversity; respect the practices, values, and points of view of other individuals and groups.  Be able to communicate with a diverse group of staff from various professional backgrounds.
  • Maintain confidentiality of all PPGP information.
  • Express ability to complete activities/projects in a timely manner, on or before scheduled deadlines, with minimal errors.
  • Demonstrate self-motivation and ability to work independently within a fast paced office.
  • Travel to all parts of the facility and throughout four-state service delivery area
  • Effectively support and carry out PPGP’s mission.

 

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

Admission to the state Bar in Arkansas and Oklahoma preferred.  Bilingual fluency in written and oral English/Spanish required.

For 81 years, PPGP has been delivering high-quality, affordable, reproductive health care services.  By providing clinical services, education, training, and advocacy, it seeks to help individuals make informed decisions about their reproductive health, family planning options, and sexuality.  In order to make these ideals a reality, PPGP provides people with accurate information and access to highly trained practitioners for preventive care. PPGP sees a world in which every child is wanted and every woman is trusted to make her own decisions, every choice regarding sexuality is personal and respected, and everyone has access to affordable, quality health care.

General Counsel and Chief Compliance Officer joins PPGP at a pivotal point in its 81-year history. PPGP’s expansion and revitalization of its health center footprint in Arkansas, Kansas, the Mid-Missouri region, and Oklahoma, reinvigoration of its education, outreach, and advocacy initiatives serve to educate a new generation of reproductive health and rights supporters and promote greater access to affordable contraception, preventive treatment, safe abortion, and other critical reproductive health services.

As an affiliate of, and accredited by, the Planned Parenthood Federation of America (PPFA),  PPGP operates twelve high-quality health centers throughout Arkansas, Kansas, the Mid-Missouri region, and Oklahoma, with a centralized call center and online appointment scheduling. PPGP serves people from diverse backgrounds and with diverse needs. PPGP currently provides reproductive health services in Arkansas, Kansas, the Mid-Missouri region, and Oklahoma.  The medical staff includes three board certified OB/GYN physicians who provides abortion services, as well as nurse practitioners. PPGP’s nurse practitioners collaborate with physicians to provide reproductive health care, perform examinations, and diagnose and treat infections. PPGP receives Title X funding in Missouri and accepts Medicaid and private insurance in both Missouri and Kansas.  During 2015, our health centers provided 40,000 visits for comprehensive reproductive health services to 20,000 patients

PPGP provides comprehensive, age-appropriate sexuality education to more than 5,000 participants each year.  Our education programs promote responsible behavior and honest communication with peers, parents and adults.  Teens are given information about how to deal with social pressure and are given medically accurate information about contraception.  Programs offer a variety of interactive sexuality education presentations to schools, churches and community groups on a broad range of topics.

PPGP is a leading advocate for the reproductive rights of women and men in Arkansas, Kansas, Missouri, and Oklahoma working tirelessly to block legislation that restricts access to sex education, contraceptives, and abortion.  To conduct more in-depth advocacy efforts, PPGP created the Planned Parenthood Great Plains Votes (PPGPV), a sister corporation of PPGP organized under IRS Section 501(c)4. This classification allows PPGPV to engage in political activities and make additional lobbying expenditures that would not be allowed under PPGP’s 501(c)3 tax status. PPGPV maintains professional lobbying programs in Topeka and Jefferson City; monitors federal, state and local legislation and analyzes its effects on PPGP and our clients; informs supporters about proposed legislation and encourages contact with their legislators; and recruits, trains and supports volunteers to work in a variety of advocacy roles.
